Scaffolding Project Manager – EPC Services (Construction) - Al Laith

Job Summary

As a Scaffold Project Manager within the Construction Department of EPC Services, you will lead and govern all scaffolding operations across EPC construction projects. The role holds full responsibility for the planning, execution, and performance of scaffold works, ensuring safe, compliant, and cost-effective delivery across multiple sites.

In addition to managing scaffolding projects, the role includes functional oversight of Project Managers within the Construction Department, ensuring construction programmes are aligned with scaffolding strategies, access planning, and site execution requirements. The Scaffold Project Manager acts as the central authority for scaffolding methodology, access solutions, sequencing, and scaffold-related risk management within EPC Services.
 
Specific Duties & Responsibilities

Scaffolding Operations & Technical Leadership
  • Act as the technical authority for all scaffolding works within the Construction Department – EPC Services.
  • Review, approve, and control scaffolding designs, drawings, load calculations, and access methodologies.
  • Ensure appropriate scaffold systems are selected and applied to meet project requirements.
  • Oversee scaffold erection, modification, inspection, and dismantling activities across all assigned sites.
  • Resolve complex scaffold-related technical and operational challenges on site.
Project & Programme Management
  • Develop detailed scaffolding execution plans aligned with EPC construction programmes and milestones.
  • Coordinate scaffolding sequencing to support critical project activities and timelines.
  • Manage multiple scaffolding projects simultaneously, ensuring effective manpower, equipment, and material deployment.
  • Monitor progress, productivity, quality, and cost performance against approved plans and budgets.
  • Lead project close-out activities, including demobilization, final inspections, and handover documentation.
Leadership & Departmental Oversight
  • Provide direct leadership andfunctional oversight to Project Teams within the Construction Department, ensuring:
    • Construction schedules are aligned with scaffolding access and temporary works requirements
    • Scaffold-related risks are identified early and mitigated effectively
    • Site execution follows approved methodologies and safety standards
  • Mentor and guide Project Managers on scaffold planning, sequencing, and coordination.
  • Work closely with Construction, HSE, Commercial, Engineering, and Yard teams to ensure integrated delivery.
Health, Safety & Compliance
  • Enforce strict compliance with HSE standards, statutory regulations, and EPC Services policies.
  • Ensure scaffold inspections, tagging systems, permits, and certifications are properly maintained.
  • Lead investigations into scaffold-related incidents and ensure corrective actions are implemented.
  • Promote a strong safety culture across scaffolding and project teams.
  • Be fully aware and compliant with industry best working practices, systems of work and process following British & European standards.
Commercial & Cost Control
  • Manage scaffolding budgets, job numbers, manpower costs, and equipment utilization.
  • Review BOQs, variations, and commercial risks related to scaffold works.
  • Coordinate with Commercial teams on cost recovery, claims, and profitability.
  • Drive efficiency improvements to optimize costs and improve project margins.
Stakeholder & Client Management
  • Act as the primary point of contact for scaffold-related matters with clients, consultants, and contractors.
  • Participate in coordination meetings, technical reviews, and client briefings.
  • Ensure contractual and technical requirements related to scaffolding are met.
Reporting & Governance
  • Provide regular progress, cost, risk, and performance reports to Operations Manager and the senior management
  • Maintain comprehensive project documentation including method statements, risk assessments, and as-built records
  • Drive standardization and best practices across scaffolding operations within EPC Services.
Operational Support
  • Support yard operations, logistics planning, and mobilization activities as required.
  • Provide on-site leadership during critical phases and high-risk activities.
  • Carry out any additional duties assigned by management in support of EPC Services operations.

Qualifications and Experience:
  • NVQ or relevant industry qualifications and experience in Construction Management,(Employees currently holding this position are exempted from the above qualifications provided they have demonstrated outstanding performance and substantial experience in their role)
  • A minimum of 7-10 years of experience in project management within the construction industry, with at least 5 years in a senior management role.
  • Proven experience managing scaffolding works within EPC environments.
  • Strong knowledge of construction methods, materials, and project management techniques.
  • Strong knowledge of scaffold systems, access solutions, and temporary works coordination.
  • Proficiency in using Google Workspace applications for project management, collaboration, and communication.
  • Excellent leadership, communication, and negotiation skills.
  • Strong financial acumen with extensive experience in budgeting, forecasting, and cost management.
  • In-depth knowledge of UAE construction regulations, safety standards, and industry codes.
  • PMP and/or recognized scaffolding certifications (CISRS, Advanced Scaffolder, NVQ 4 or higher) are highly desirable.
  • Ability to manage multiple complex projects simultaneously and meet tight deadlines.
